This Technical Report details the investigations into identifying stress tests that distinguish between robust and non-robust surface finishes. A robust finish will pass a test for solderability whereas a non-robust finish will fail. The stress tests identified do not necessarily duplicate real world environment (fabrication of the bare printed board through assembly), but they must correlate to solderability performance. The Sequential Electrochemical Reduduction Analysis (SERA) was used extens ively to evaluate the solderability performance of the finishes after stress exposure.

Ebenso werden Informationen über Kosten, Leistungsfähigkeit, Produktzuverlässigkeit, Käufersicherheit und Lebensdauer üblicher als auch alternativer Flammhemmer, die in Leiterplatten Verwendung finden, vermittelt. Eine spezielle Arbeitsgruppe, bestehend aus unterschiedlichen Vertretern der gesamten Entstehungskette von Elektronik, erarbeitet diesen Report im Zeitraum von drei Jahren. Sie kam zu dem Ergebnis, dass sämtliche Betra chtungen und Analysen keinerlei hinweise dafür gaben, dass die jetzt eingesetzten Halogenflammhemmer irgendeine Gefahr für Umwelt und Gesundheit darstellen. Das IPC kam im Ergebnis der Untersuchungen zu dem Ergebnis, dass der Begriff Halogen-frei- le diglich ein reiner Marketing- bzw. Werbebegriff ist. Deshalb wird der IPC solange nicht von den jetzt als sicher bekannten Methoden der Realisierung der Entflammresistenz für Basismaterialien abgehen, bis irgendwann das Gegenteil, d.h. deren Schädlic hkeit genau und exakt nachgewiesen ist.
